Leaders (generals) are very important measure of success in HoI. But it's not always easy to find leader with specific trait, rank and/or skill. This is nothing "magical", just complete list of leaders of all countries. It's in XLS format, so if you have Excel (or any of free viewers/editors), it might be very useful for you.
